The state takes part in economic relationships, not only in the capacity of regulator, but also as a subject of direct economic relationships, purchasing the goods necessary for the fulfillment of its tasks and functions. Public procurement as part of public expenditures has numerous effects, often having impact on a wider circle of subjects than those directly involved in public procurement activity.
