Before any criminal proceedings can be contemplated an event must happen which is observed and defined as a possible crime by a victim, member of the public or the Police.
That may be followed by a Police arrest. The power of arrest is contained in the Police and Criminal Evidence Act 1984 (known as „PACE„). This Act defined an „arrestable offence“.
